އައްޑޫ ސިޓީ ކައުންސިލުން ގަސްކެނޑުން ހައްދުންނެއްޓިފައި ވުމުގެ ކަންބޮޑުވުން

އައްޑޫ ސިޓީގެ ހުރިހާ ރަށްތަކެއްގައި ގަސްކެނޑުމާއި އުފުރުމުގެ ސިލްސިލާ އަމަލުތަކެއް އައްޑޫ ސިޓީ ކައުންސިލުން އިސްނަގައިގެން ކުރަމުންދާކަން އާންމުކޮށް ދަނީ ފެންނަމުންނެވެ. މި ފަދަ އަމަލުތަކަކީ އެއްވެސް އިންތިޒާމެއް އަދި ޕްލޭނެއްގެ ދަށުން ކުރިއައްގެންދާ އަމަލުތަކެއް ނޫންކަންވެސް ފާހަގަކުރެވެއެވެ. އައްޑޫ ސިޓީގެ ހުރިހާ ރަށެއްގެ ހޭޅިފަށަކީވެސް އެކި މަޝްރޫއުތަކުގެ ސަބަބުން ނެތިދިއުމުގެ ނުރައްކާ ދިމާވެފައިވާ މުހިންމު ތަންތަނެވެ. ރާއްޖޭގެ ރަށްރަށުގެ ރުއްގަސް އަދި ޙާއްސަކޮށް ހޭޅިފަށަކީ ޤާނޫނީ ގޮތުން ހިމާޔަތް ކުރެވިފައިވާ ތަންތަނެވެ. އެކަން ކޮށްފައިވާ ސަބަބަކީ ގަސްގަހާގެހީގެ ހޭޅިފަށަކީ ރަށެއްގެ ރައްކާތެރިކަމާ މޫސުމީ ހިރާސްތަކުން ރަށް ހިމާޔަތްކޮށް ރަށުގެ ވިލުންވެރިކަން ދަމަހައްޓާ ވަރުގަދަ ދިފާއު އަކަށް ވާތީއެވެ. ނަމަވެސް އައްޑޫ ސިޓީގެ ރަށްތަކުގެ ރުއްގަހާ، ޤާނޫނުން ކަނޑައެޅިގެން ހިމާޔަތް ކުރަންޖެހޭ ހޭޅިފަށަކީ ޤާނޫނީ ހިމާޔަތް ނުލިބޭ ތަންތަނަށް އަދު ވަނީ ވެފަައެވެ.
އައްޑު އަތޮޅު ހިތަދޫގެ ރައްޔިތުންނާއި ޚާއްސަ ގުޅުމެއް އުފެދިފައިވާ މަޝްހޫރު ތާރީޚީ ތަރިކައެއް ކަމަށްވާ “ރުއްފަށާ”، ރައްޔިތުންގެ ޚިޔާލެއް، މަޝްވަރާއެއް ހޯދުމެއް، އަދި އެންގުމެއްވެސް ނެތި، އައްޑޫސިޓީ ކައުންސިލުން 2022 ވަނަ އަހަރުގެ މާރިޗް މަހު ނައްތާލާފައިވަނީ ހައިރާންކުރުވަނިވި ގޮތަކަށެވެ. އަދި މިބީދައިން ހިތަދޫގެ ޝަރަފުއްދީން ސްކޫލް ސަރަހައްދުގައި ހުރި ޒަމާންވީ ގަސްތަކާއި އައްޑުއަތޮޅު ގަމުގައި ހުރި ދުވަސްވީ ބޮޑެތި ގަސްތައް ވަނީ ފަރުވާލެއްނެތި ނައްތާލާފައެވެ. މިއީ މުޅި އަތޮޅަށާއި ރައްޔިތުންނަށް އޭގެ ނޭދެވޭ އަސަރުކުރާ އިޔާދަނުކުރެވޭނެ ބޮޑެތި ގެއްލުންތަކެކެވެ. މިފަދަ ޒަމާންވީ ގަސްގަހާގެއްސަކީ އަތޮޅުގެ މަސައްކަތްތެރި ކާބަފައިންގެ ދުރުވިސްނޭކަމުން އަންނާންއޮތް ޖީލުތަކަށް ފޯރުކޮށްދެވެމުންއައި ޤުދުރަތީ މުއްސަނދިކަމުގެ ޚަޒާނާއެކެވެ. މި ގަސްތަކަކީ އަތޮޅުގެ ދޫނިސޫފާސޫފީގެ މުއްސަނދިކަން ދަމަހައްޓާ ރައުސްމާލެވެ. މި ޤުދުރަތީ ދިރުންތަކުގެ މުއްސަނދިކަން ނައްތާލުމަށްފަހު އަލުން އިޔާދަކުރުމަކީ ކުރެވޭނެ ކަމެއްނޫނެވެ. ސަބަބަކީ މިއީ ޤުދުރަތީ ދުވެލީގައި ގިނަދުވަސްތަކަކުން އުފެދިގެން އަންނަ މާހައުލުތަކަކަށް ވާތީއެވެ. މިފަދަ ޤުދުރަތީ މުއްސަނދިކަމަކީ ފައިސާއިން އަގުކުރެވޭނެ ރައުސްމާލެއް ނޫނެވެ.
އައްޑޫސިޓީގެ ހިތަދޫގެ ފެހެލިކިޅީގެ ބައެއްގެ އިތުރުން، މެދެއާރިކިޅިއާއި އިންވެގެން އޮތް ގަސްގަހާގެހީގެ “ބަފަރ ޒޯން” އެއް ވެސް ދާދިފަހުން ވަނީ ސިޓީކައުންސިލުން ނައްތާލަން ފަށާފައެވެ. މި “ބަފަރ ޒޯން” އަކީ 30 ޖަނަވަރީ 2024 ގައި ފާސްކޮށްފައިވާ އައްޑޫސިޓީގެ ހިތަދޫގެ ބިމާބެހޭ ޕްލޭނުގައި ފެހި ސަރަހައްދެއްގެ ގޮތުގައި ބޭއްވުމަށް ކަނޑައެޅިފައިވާ ތަނެކެވެ. އައްޑޫސިޓީ ކައުންސިލުން ހިތަދޫގައި ހިންގަމުންދާ މިފަދަ އަމަލުތަކާ ގުޅިގެން ތިރީގައިވާ ނުކުތާތައް ފާހަގަކުރަމެވެ.
- މި “ބަފަރ ޒޯން” ވަރުގެ ސަރަހައްދަކުން ރުއްގަސް ކަނޑާ މި ބިމާއި ދިރުންތަކުގެ މާހައުލު ނައްތާލުމުގެ އެއްވެސް ހަރަކާތެއް ޤާނޫނީ ހަމަތަކުގެތެރެއިން ހިންގޭނީ ތިމާވެށީގެ ކަމާބެހޭ މުއައްސަސާ، އެންވައިރަމަންޓަލް ޕްރޮޓެކްޝަން އެޖެންސީ (އީ.ޕީ.އޭ) އަށް ހުށަހަޅާ، ކަމާބެހޭ ތިމާވެށްޓަށް ގެއްލުންވާނެ މިންވަރު ބަޔާންކުރާ ރިޕޯޓެއް ހެދުމައްފަހު އެކަން ކުރުމަށް ހޯދަންޖެހޭ ހުއްދަތައް ލިބިގެންނެވެ. މިފަދަ އެއްވެސް ކަމެއް އައްޑޫސިޓީ ކައުންސިލުން ކޮށްފައިވާކަމުގެ މައުލޫމާތެއް ލިބޭކަށް ނެތެވެ. ތިމާވެށްޓަށް ގެއްލުންވާނެ މިންވަރު ބަޔާންކުރާ ރިޕޯޓެއް ހެދުމުގެ މުހިންމު އެއް އަސާސަކީ ގެއްލުމުގެ އަސަރުފޯރާނެ ރައްޔިތުންގެ ކަންބޮޑުވުންތައް ހޯދާބަލާ ވަޒަންކުރުމެވެ. މިއީ ކޮށްފައިވާ ކަމަކަށް ނުވުމުން މިއީ އައްޑޫސިޓީ ކައުންސިލުން ޤާނޫނާ ޚިލާފަށް ހިންގަމުންދާ އަމަލެއްކަމަށް ބެލޭނެ ޖާގަ އެބައޮތެވެ.
- މި ސަރަހައްދަކީ މި ހިސާބުގައި ދިރިއުޅޭ ބައެއް ރައްޔިތުން އޮޅުއަލަ ހައްދާ ދަނޑުގޮވާން ކުރަމުންދާ ސަރަހައްދެކެވެ. އައްޑޫ ސިޓީކައުންސިލުން މިފަދަ ކަންކަމަށް އެއްވެސް ފަރުވާލެއް ނެތި ރައްޔިތުންގެ ބުރަ މަސައްކަތުން ގޮވާންކުރަމުންދާ އަލަ ދަނޑުތައްވަނީ ދަނޑުވެރިންނަށް އެކަށީގެންވާ ނޯޓިސް އަދި ބަދަލު ދިނުމެއްނެތި އެމީހުންގެ މަސައްކަތަށް ހުރަސްއަޅާ، އާމުދަނީގެ ވަސީލަތުން މަހުރޫމުކޮށް، މުދަލަށް ގެއްލުންދީފައެވެ.
- ރާއްޖެއަކީ ދަނޑުގޮވާން ކުރެވޭ ފެންވަރުގެ މުއްސަނދި ބިން މަދު، ކާބޯތަކެތީގެ ރައްކާތެރިކަން އިންތިހާއަށް ދަށް ގައުމަކަށް ވީހިނދު، މިފަދަ ގެއްލުންބޮޑު އަމަލުތައް ރަށާއި، ރަށުގެ އަގުހުރި ދަނޑުގޮވާންކުރެވޭނެ ބިމަށާއި، ދަނޑުވެރި ރައްޔިތުންނާ ދެކޮޅަށް ކުރުމަކީ ސިޓީކައުންސިލުގެ ފަރާތުން ދަނޑުވެރިންގެ ހައްޤުތަކަށާއި އާންމު މަސްލަހަތައް އަރައިގަތުމުގެ އަމަލެއްކަމުގައި ދެކެމެވެ. މިއީ ޒިންމާދާރު ކައުންސިލަކުން ހިންގާނެ އަމަލެއްނޫނެވެ.
އައްޑޫސިޓީގެ ހުޅުމީދޫގައި އައްޑޫ ސިޓީ ކައުންސިލުން ފުޅާދާއިރާއެއްގައި ރުއްގަސް ކަނޑާ، ރަށުގެ ފެހިކަމާ، ފިނިކަމާ، މޫސުމީ ވިލުންވެރިކަމަށް އިޔާދަނުކުރެވޭނެ ގެއްލުންތައް ދަނީ ދެމުންނެވެ. މިކަމާބެހޭ ބައެއް ކަންކަން ތިރީގައި ފާހަގަކުރަމެވެ.
- އައްޑޫސިޓީގެ މީދޫގެ ހޭޅިފަށާއި ކައިރީގައިވާ ސަރަހައްދު ތަކަކަށް ބޮޑެތި ގެއްލުންތަކެއް ސިޓީކައުންސިލުން ދީފައިވެއެވެ. އަދި މިކަން ކޮށްފައިވަނީ ރަށުގެ އެތައް ރައްޔިތުންނަކާއި މަދަނީ މުޖުތަމައުން ފާޅުކުރަމުންދާ ކަންބޮޑުވުންތަކަށް ފަރުވާލެއް ނެތިއެވެ. މީގެ އިތުރުން މިކަންކަން ކުރަނީ އެއްވެސް ޕްލޭނެއްގެ ދަށުންކަން ސިޓީކައުންސިލަށް ސާފުކޮށްދެވިފައި ނެތުމަކީ ޤާނޫނީ ހަމަތަކާއި ދީމިގްރާތީ އުސޫލުތަކަށް ގޮންޖަހާ، ރައްޔިތުންގެ މަސްލަހަތަށް ބެލުމެއްނެތި ކުރަމުންދާ ކަންކަން ކަމުގައި ފާހަގަ ކުރެވެއެވެ.
- ރާއްޖޭގެ ރަށްތަކުގެ ހޭޅިފަށަކީ ޤާނޫނުން ހިމާޔަތް ކުރެވިފައިވާ ތަންތަނެވެ. ނަމަވެސް ޤާނޫނުގެ ތަންފީޒީ އެއް އިދާރާއަކީ ސީދާ ކައުންސިލުތައް ކަމަށްވާހިނދު، އެއްވެސް ކައުންސިލެއްގެ ފަރާތުން މިފަދަ ޤާނޫނާއި ޚިލާފު، ޣައިރު ޒިންމާދާރު އަމަލުތައް ފެނުމަކީ ރައްޔިތުންނަށް ބަލައިގަނެވޭނެ ކަމެއްނޫނެވެ.
- ރާއްޖޭގެ ރަށްތަކަކީ ދުނިޔޭގެ މޫސުމަށް އަންނަ ބަދަލުތަކުގެ ސަބަބުން މޫސުމީ ހިރާސްތަކަށް ހުށަހެޅިފައިވާ ރަށްތަކެކެވެ. ކޮންމެރަށެއްގެ ހޭޅިފަށެކޭ އެއްފަދައިން ހުޅުމީދޫގެ ހޭޅިފަށަކީވެސް އެރަށުގެ ޤުދުރަތީ ދިފާއީ ނިޒާމުގެ ގުނަވަނެކެވެ. ރަށުގެ މި އަސާސީ ގުނަވަނަށް ސިޓީކައުންސިލުން ގެއްލުން ދިނުމަކީ ޤާނޫނު ތަންދޭ ކަމަކަށްނުވާ ހިނދު، މިއީ އެއްވެސް ހާލަތެއްގައި ކޮއްގެން އަދި ކުރެވިގެންވެސް ވާނެކަމެއްނޫނެވެ.
އައްޑޫސިޓީގެ ގައުކެނޑި އަދި ހަންކެޑެގެ ހޭޅިފަށަށް ބޮޑެތި ގެއްލުންތަކެއް ސިޓީކައުންސިލުގެ ފަރާތުން ނުވަތަ ސިޓީކައުންސިލުގެ އިޒުނައާއި އެއްބާރުލުން ދީގެން ދަނީ ކުރަމުންނެވެ.
- އުމްރާނީ ތަރައްގީގެ ނަމުގައި ރަށްތަކުގެ ހޭޅިފަށް ނައްތާލާ، އެހެނިހެން ސަރަހައްދުތަކުގައި ހެދިފައިވާ ޒަމާންވީ ރުއްގަސް އިސްރާފުކުރަނިވި ގޮތްގޮތަށް ކަނޑާ އެއްތަނުން އަނެއްތަނަށް ގެންގޮސް ހަދާއިރު މިއީ މައުނަވީ ގޮތަކަށް ކުރާކަމެއް ނޫންކަން ފެންނާންހުރި ނަތީޖާތަކުން ސާބިތުވެއެވެ. ދުވަސްވީ ރުއްގަސް އުފުރައިގެން ގެންގޮސް އެހެންތަނެއްގައި ޖެހުމަކީ އެގަސްތައް ދިރިހުރުމަށްއޮތް ބޮޑު ނުރައްކަލެކެވެ. އަދި މި ފަދައިން ގެންދާ ރުއްގަސް މަރުވެފައިވާ މަންޒަރު އައްޑޫސިޓީގެ އެކި ސަރަހައްދުން ފެންނާން އެބަހުއްޓެވެ. ދުވަސްވީ ރުއްގަސް އުފުރުމުގެ ނަތީޖާއަކީ މިއީ ކަމަށްވާއިރު މިގޮތައް އަމަލުކުރަމުން ދިއުމަކީ ބަޖެޓާއި ޚަރަދުގެ އިސްރާފު އިންތިހާއަށް ބޮޑު، ކަންކުރުމުގައި ހެޔޮނިޔަތެއް އަދި މަގްސަދެއްވެސްނެތް އަމަލުތަކެއް ކަމުގައި ގަބޫލުކުރެވެއެވެ.
އައްޑޫސިޓީ ކައުންސިލުން ރުއްގަސް އުފުރަމުންދާ އެއް ސަބަބެއް ކަމަށް ބުނަނީ ރައްޔިތުންނަށް ގެވަޅުދޫކުރުމުގެ ހުއްޖަތެވެ. ނަމަވެސް މިއީ ބަލައިގަނެވޭނެ ހުއްޖަތެއް ނޫނެވެ. ސަބަބަކީ އައްޑޫސިޓީ ކައުންސިލުން މައިސަރުކާރާއި ގުޅިގެން އައްޑުއަތޮޅުގެ ހުޅަގުފަޅީގެ ހުރިހާރަށެއްގެ ފަރުތައް ވަނީ 1.3 ބިލިއަން ރުފިޔާގެ ދައުލަތުގެ ދަރަނި ހޭދަކޮށް، ވެށީގެ ގެއްލުން އިންތިހާއަށްބޮޑު މަޝްރޫއުއެއް ހިންގާ 2023 ގައި ހިއްކާފައެވެ. ވެށީގެ މި ގެއްލުމުގެ އެއްބައި އަންދާޒާ ކޮށްފައިވަނީ ޔޫއެސްޑޮަލަރު 343 މިލިއަނާއި 848 މިލިއަނާއި ދެމެދުގެ އަދަދަކަށެވެ. މި ހިއްކުން ހިއްކާފައިވަނީ ކުރިއަށްއޮތް 50 އަހަރަށް ވާވަރަށް އައްޑުއަތޮޅުގެ ގެދޮރުގެ ބޭނުންތައް ފުއްދޭނެ މިންވަރަށް ކަމަށް އައްޑޫސިޓީގެ މޭޔަރު ބުނެފައި ވެއެވެ. ނަމަވެސް ފެންނާންއޮތް ހަޤީގަތަކީ 2016 ގައި ހިއްކާފައިވާ ފޭދޫގެ ފަރުގެ ސަރަހައްދުގައިވެސް 8 އަހަރު ފާއިތުވީއިރުވެސް ގެދޮރުއެޅިފައި ނުވާތަނެވެ.
އައްޑޫސިޓީ ކައުންސިލުން ރުއްގަސް ކެނޑުމުގެ ހަރަކާތްތައް ހިންގުމުގައި ހައްދުންނެއްޓި، މިކަންކަން ކުރަމުންދާ ނިޔަތާ މަގްސަދު ކިލަނބުވެފައި ވުމަކީ ރައްޔިތުންނަށް ސިޓީކައުންސިލާއި ދޭތެރޭ އިތުބާރު ގެއްލޭނެ ކަމެކެވެ. އަދި ރައްޔިތުންގެ ބައިވެރިވުމެއްްނެތި، ރައްޔިތުންގެ ކަންބޮޑުވުންތަކަށް ގޮންޖަހާ، ފުރަގަސްދީ، ރަށަށާއި ރައްޔިތުންނަށް ގެއްލުންވާކަންކަން ކުރުމުގެ ވައްޓަފާޅިއެއް އައްޑޫސިޓީ ކައުންސިލުން ގެންގުޅެމުންދާކަމީ މި ޖަމްއިއްޔާތަކުން ކުއްވެރިކުރާ ކަމެކެވެ. މިބީދައިން އައްޑޫސިޓީގެ ރަށްތަކާއި ރުއްގަހާއި ހޭޅިފަށަށް ގެއްލުންދިނުން ހުއްޓާލުމަށް އައްޑޫސިޓީ ކައުންސިލަށް ގޮވާލަމެވެ. އަދި ޤާނޫނުއަސާސީއާއި، ތިމާވެށި ހިމާޔަތްކުރުމަށް ހެދިފައިވާ ޤާނޫނުތަކުގެ އިމުގެތެރޭގައި ކައުންސިލުގެ އެންމެހާ އަމަލުތައް ބެހެއްޓުމަށް ގޮވާލަމެވެ. މީގެ އިތުރުން އައްޑޫ ސިޓީކައުންސިލު ޖަވާބުދާރީކުރުވުމަށް ކުރެވޭނެ އެންމެހާ ކަންކަން ރައްޔިތުންނާއި ކަމާބެހޭ މުއައްސަސާތަކުން ކުރުމަކީ ކޮންމެހެން ކުރަންޖެހޭ ކަމަކަށްވާތީ، އެކަން ކުރުމަށް ގޮވާލަމެވެ. ޚާއްސަ ގޮތެއްގައި ކައުންސިލުތަކުގެ މަސްއޫލިއްޔަތު އަދާކުރަނީ ޤާނޫނީ އިމުގެތެރޭގައިތޯ ބެލުމަށް ޤާނޫނު ނަމްބަރު 7/2010، ދިވެހިރާއްޖޭގެ އިދާރީ ދާއިރާތައް ލާމަރުކަޒީ އުޞޫލުން ހިންގުމުގެ ޤާނޫނުގެ 58 (ހ) ނެގެހެއްޓުމަށް ލޯކަލް ގަވަރމަންޓް އޮތޯރިޓީއަށް ގޮވާލަމެވެ.

It has become evident that Addu City Council has been leading a series of tree felling and removal activities on all the islands of Addu City. It is notable that these activities are happening without any observable planning or organisation. The coastal vegetation shelter belts (or heylhi) of all the islands in Addu City are important areas in danger of disappearance due to various project activities. Tree cover, specifically in the heylhi of the islands of Maldives are areas protected by law. The reason for this is because heylhi act as critical defences providing protection from weather events and ensure climate resilience of the islands. However, the tree cover and legally protected heylhi of the islands of Addu City have today become areas that no longer receive that legal protection.
Addu Hithadhoo “Ruhfashaa” was an iconic and historic heritage landmark that had a close connection to the people of Hithadhoo. In March 2022, Addu City Council chose to completely destroy this landmark is a shocking manner, with no public consultation or announcement. Age old mature trees in the Hithadhoo Sharafuddeen School area and Addu Gan island were destroyed in a similarly reckless manner. These are significant and irreparable losses that will have negative impacts on the islands and people of Addu City. Mature trees of this kind constitute natural wealth and treasures that have been passed on to future generations by the hard work of thoughtful ancestors of the atoll. These trees sustain the richness of bird and other wildlife in the atoll. This natural wealth once destroyed cannot be recovered, because these ecosystems grow at the pace of nature over long periods of time. This rich natural wealth cannot be accounted for monetarily.
Addu City Council has recently been demolishing parts of the Feheli Kilhi, as well as a vegetation and tree cover “buffer zone” adjacent to the Medheaari Kilhi in Hithadhoo. This “buffer zone” is a designated green area in the Addu City Hithadhoo Land Use Plan approved on 30 January 2024. We note the following points in connection with these activities by Addu City Council in Hithadhoo.
- Any activity involving tree felling, demolishing of the vegetation, soil and wildlife ecosystem of an area the size of this “buffer zone” can only be conducted with the relevant applications, environmental impact assessments and permits from the Environmental Protection Agency (EPA). There is no information available that Addu City Council has done any of these things. One of the fundamental reasons for conducting an environmental impact assessment is to obtain the views and concerns of stakeholders affected by such activities. As this process has not taken place, it is possible to believe that these activities are being conducted by Addu City Council unlawfully.
- This area is used by some community members to grow taro. Addu City Council has been engaged in obstructing community livelihood activities, depriving people of livelihood resources and causing damage to their crops with no regard to these realities and without providing adequate notice or compensation.
- The Maldives is extremely food insecure with very limited arable land. As such, the destructive actions by the City Council against the precious arable land and community based farmers amounts to the violation of the rights of farmers and the public interest. These are not the actions of a responsible local council.
Addu City Council has been conducting widespread deforestation, irreversibly undermining the greenness, coolness and climate resilience of Addu City Meedhoo. We note the following points in connection with these activities.
- In Addu City Meedhoo, large areas close to the heylhi have been destroyed by the City Council. These activities continue with disregard for concerns expressed by the community and civil society actors. In addition, the continuation of these activities without proper planning or organisation and public disclosure indicates disregard for democratic processes and the public interest.
- The heylhi of the islands of Maldives are legally protected. However, given that the local councils are a direct duty bearer in the implementation of such laws, it is publicly unacceptable to witness such irresponsible and unlawful actions from any council.
- Islands of the Maldives are vulnerable and exposed to the effects of global climate change. Like any other island, the heylhi of Hulhumeedhoo is a part of the island’s natural defence system. While the law does not allow the local council to damage this critical defensive organ of the island, such actions should not or be allowed to happen in any circumstances.
The heylhi at Addu City Gaukendi and Hankede islands have been subject to significant destruction either by or with the knowledge and support of Addu City Council.
- It is evident from observable evidence that the practice of destroying island heylhi under the guise of development and the removal and relocation of mature trees from one location to another serves no meaningful purpose. The removal of mature trees from their original location to move to another puts trees at high risk of death. Dead trees that have been subject to this treatment are visible around Addu City. Considering that mature trees do not survive transportation in this manner, the continuation of such practices is a major waste of budgetary resources indicating an absence of positive intent or purpose in these activities.
One alleged reason for deforestation in Addu City is to clear land for housing. However, this is not an acceptable excuse because Addu City Council in partnership with the central government engaged in widespread and destructive reclamation of the reef ecosystems of all the islands on the western rim of the atoll in 2023, at a state debt expenditure of MVR 1.3 billion. The cost of this ecological destruction was partially estimated to be between USD 343 million and USD 848 million. According to the Addu City Mayor, this reclamation was done to ensure that land for housing needs in Addu would be sufficient for the next 50 years. However, the observable reality is that 8 years on, there is still no housing available at the reclaimed reef area of Feydhoo in 2016.
The fact that deforestation in Addu has reached uncontrolled levels, to the extent that the intent and purpose of such activities have become murky, would result in the erosion of public trust in Addu City Council. In addition, we condemn Addu City Council’s operational behaviour of engaging in activities that have damaging impacts on the islands and communities, its failure to conduct public participation and its rejection of and disregard for public concerns. We call on Addu City Council to stop the continuing damage of islands, trees and the deforestation of heylhi in this way. We also call on the Council to conduct their activities within the boundaries of the Constitution and other laws that exist to protect the environment. Additionally, as it is absolutely necessary to ensure that Addu City Council is held accountable, we call on the public and all relevant state institutions to take such action. In particular, we call on the Local Government Authority, which is legally mandated to ensure that local councils conduct themselves within the boundaries of the law as per Section 58(a) of Law No. 7/2010, the Decentralisation Act, to uphold its institutional legal mandate.
