State Authorities Must Immediately Stop Indiscriminate and Unlawful Tree-Felling in Kulhudhuffushi

We demand that :

  • Kulhudhuffushi City Council, the EPA, the Ministry of Environment, Climate Change and Technology, the government, the People’s Majlis and all relevant authorities must immediately intervene and stop the unlawful activities destroying people’s natural livelihood resources and property
  • People’s Majlis SoE Committee must hold MTCC Plc accountable, and ensure affected individuals are compensated for the loss and damage caused to their property and livelihood resources by the company’s activities
  • Kulhudhuffushi City Council must implement measures to restore the damage already done to this area through a tree planting programme and restore space for women rope-weavers and others dependent on these community livelihood resources for their economic, social and environmental security and wellbeing

On 16 May 2023, we received reports of unauthorised and indiscriminate tree-felling in Haa Dhaal Atoll Kulhudhuffushi. The island has been the site of widespread environmental degradation over the past six years, causing dispossession of land and natural livelihood resources to the local community. These activities have exposed the most vulnerable segment of the community to increased hardships and poverty.

Kulhudhuffushi’s heritage mangrove and wetland ecosystem was decimated in late 2017 to build an airport. Nearly six years later, the airport is yet to become properly functional. The airport project destroyed the sustainable and natural livelihood resources of over four hundred families on the island who depended on the wetland and mangroves for their highly skilled income generating activity of rope-weaving. Kulhudhuffushi is reputed in the Maldives for this lucrative traditional activity, especially done by women.  The airport project also permanently destroyed significant farmland including banana plantations and palm groves, dispossessing the local community of productive arable land, greenery and natural ecosystem protections, as well as their income earning resource.  This dispossession of natural resources on the island continues to have significant and detrimental economic and social impacts on women working in the informal sector.  

The displaced rope weavers have never been compensated by the government for the devastating losses inflicted on them by the state. Many such families are now struggling to support their families, against the ever disappearing natural resources, and the direct and indirect denial of access to income generating activities through displacement and dispossession.

We condemn the government’s continued dispossession and economic violence against the most vulnerable segment of the community who have been willfully exposed to economic vulnerability and poverty by badly planned or unplanned and ad-hoc destructive activities. We note that these activities are done by prioritising individual political wants of politicians while undermining the short and long-term public interest and wellbeing of the community.

It is in this context that the indiscriminate tree felling on the island’s eastern shelterbelt allegedly to make a ‘ring-road’ comes to our attention. Available information suggests that there is no approved land-use plan to develop a road in this area. There is no evidence of an environmental impact assessment (EIA) to remove trees, as required by law. Tree removal from within a 20 metre wide area from the shoreline is prohibited by planning regulations and environmental protection requirements. These activities violate existing laws and Kulhudhuffushi City Council and other relevant authorities must immediately stop the ongoing destruction.

We have received reports that palm trees belonging to families in the community have been felled without the knowledge of their owners. We condemn this lawless theft and wanton destruction of people’s property and sustainable food and finite income sources.  Mature coconut palms are akin to a family’s asset in many island communities, where they depend on coconuts and multiple other uses of the coconut palm. As a resource for rope-weaving, coconut trees are important for women who continue to struggle to access recklessly depleted resources on the island. Furthermore, the felling of mature trees from the island’s eastern shelterbelt is indefensible at a time when Kulhudhuffushi is having to be artificially protected following the widespread destruction to the island. Both the airport project and the harbour projects have undermined the natural defences of the island at massive costs to the national budget. These unsustainable and unchecked infrastructure projects for political expedience continues at the detriment of the people and at the expense of community and island resilience.

We support the local community’s efforts to report the issue to the EPA.

However, our inquiries on 23 May 2023 suggest that the EPA has not provided a reasonable response or attended to the unauthorised tree felling activities a week since the reporting.  We are extremely concerned that the EPA does not appear to have a protocol to follow up on these issues and engage with the community to provide information to those seeking answers. We are deeply concerned that a week after reporting, the EPA has done nothing to address the issue. Although EPA informed that it had made inquiries with the Kulhudhuffushi City Council, our inquiry from the council indicates no such communication had been received. These administrative inconsistencies further indicate the weaknesses of the politically compromised EPA and its poor oversight mechanisms to stop the impunity and environmental loss and damage to communities. Women in the informal sector are struggling to make ends meet in this inhospitable and weak governance environment that consistently fails to uphold and protect their basic rights.

We have also received reports that state owned company MTCC Plc is involved in the unauthorised damage to Kulhudhuffushi’s eastern shelterbelt and the reported damage to people’s property.  We demand that such impunity by state owned enterprises (SoEs) be held to account by the SoE Committee of the People’s Majlis. We also call on the SoE Committee to ensure individuals are compensated for the loss and damage caused by MTCC Plc to their property and livelihood resources.

Finally, we call on Kulhudhuffushi City Council, the EPA, the Ministry of Environment, Climate Change and Technology, the government, the People’s Majlis and all relevant authorities to immediately intervene and stop any further damage to Kulhudhuffushi’s natural resources, people’s natural assets and property. Every such environmentally destructive activity undermines the climate change resilience of Kulhudhuffushi and its people.

We also call on Kulhudhuffushi City Council to take immediate measures to restore and rectify the damage already done to this area through a community engaged tree planting and replenishing programme. We remind the city council that its legal mandate is to protect natural resources and facilitate access to those resources for community based income generating activities instead of disrupting and depriving the people of property rights and economic activities.

ހދ. ކުޅުދުއްފުށީގައި ބެލުމެއްނެތި އަދި ޤާނޫނާ ޚިލާފަށް ބަޔަކު ރުއްގަސްއުފުރުމުގެ ހަރަކާތެއް ހިންގާކަމުގެ ޚަބަރު  މި ކެމްޕޭނަށް ލިބިފައިވަނީ 16 މެއި 2023 ގައެވެ. ކުޅުދުއްފުށްޓަކީ ވޭތުވެދިޔަ 6 އަހަރުގެ ތެރޭގައި ތިމާވެށީގެ އެތައް ގެއްލުންތަކެއް ދިނުމުގެ ސަބަބުން ރަށުގެ ރައްޔިތުންތަކެއް އާމުދަނީ ހޯދަމުންއައި ޤުދުރަތީ ވަސީލަތްތަކުން އެމީހުން މަހުރޫމު ކޮށްފައިވާ ރަށެކެވެ. މި އަމަލުތަކުގެ ސަބަބުން ރަށުގެ އެންމެ ނިކަމެތި އެއްބަޔަކު އިތުރަށް ނިކަމެތިކޮށް ފަގީރުކަމަށް ހުށަހެޅިފައިވެއެވެ.

ކުޅުދުއްފުށީގެ އާސާރީ ތަރިކައެއް ކަމުގައިވާ މަށިކުޅީގައި އެއާޕޯޓެއް އެޅުމަށް އެތަން ހަލާކުކޮށްފައިވަނީ 2017 ގެ ފަހުކޮޅުގައެވެ. އޭގެ 6 އަހަރު ފަސްވެދިޔައިރު އެ އެއާޕޯޓު އަދިވެސް އޮތީ ފުރިހަމައަށް މަސައްކަތްކުރާ ހާލަތެއްގައެއް ނޫނެވެ. މި އެއާޕޯޓު މަޝްރޫއުގެ ސަބަބުން ގެއްލި ނެތިދިޔައީ ރަށުގެ ޤުދުރަތީ ވަސީލަތްތަކަށް ބަރޯސާވެ، ދެމެހެއްޓެނިވި ގޮތުގައި އާމުދަނީ ހޯދަމުންއައި 400 އެއްހާ އާއިލާގެ ދިރިއުޅުމުގެ ވަސީލަތެވެ. އަދި މީގެ ސަބަބުން ލޮޅުންއަރައިގެން ދިޔައީ އެމީހުންގެ ހުނަރުވެރި ފަންނުވެރި ޒަމާންވީ ރޯނުވެށުމުގެ މަސައްކަތަށެވެ. ކުޅުދުއްފުށްޓަކީ ރޯނުވެށުމުގެ ފަންނުގައި ރާއްޖޭގައި އެ ރަށެއްގެ ނަން ފަވާލެވޭ ރަށެކެވެ. އަދި މި މަސައްކަތުގައި އެ ރަށުގެ އަންހެނުންގެ ދައުރު ފުޅަލެވެ. އެއާޕޯޓު މަޝްރޫއުގެ ސަބަބުން ރަށުގެ ރުއްގަހުގެ ބޮޑު ސަރަހައްދެއްގެ އިތުރުން ކެޔޮއިންދުމުގެ ދަނޑުވެރިކަން ކުރަމުންދިޔަ، ދަނޑުވެރިކަމަށް ފައްކާ ބިމުގެ ސަރަހައްދެއްވެސް ދާއިމަށް ނެތިދިޔައެވެ. މީގެ ނަތީޖާއަކީ ރަށުގެ ދަނޑުބިމާ، ފެހިކަން ލިއްބައިދޭ އަދި އާމުދަނީގެ ވަސީލަތުގެ އިތުރުން ރަށުގެ ރައްކާތެރިކަން ހިފަހައްޓައިދޭ ގުދުރަތީ މާހައުލީ ނިޒާމެއް ނެތިދިއުމެވެ. ބިމާ ގުދުރަތީ ވަސީލަތްތަކުން މީހުން މަހުރޫމު ކުރުމުގެ ސަބަބުން އަދިވެސް ދަނީ އޭގެ ނޭދެވޭ އިގްތިސާދީ އަދި އިޖްތިމާއީ ނަތީޖާ ރައްޔިތުން ތަހައްމަލް ކުރަމުންނެވެ. މީގެ އެންމެބޮޑު ތަކުލީފެއް އުފުލަން ޖެހިފައިވަނީ ނުރަސްމީ ދާއިރާގައި މަސައްކަތްކުރާ އަންހެނުންނަށެވެ.

ކުޅި ބޭނުން ކުރުމުން މަހުރޫމުކުރި ރޯނުވެށުމުގެ މަސައްކަތްކުރި ފަރާތްތަކަށް ސަރުކާރުގެ ފަރާތުން މިވަރުގެ ބޮޑު ތަކުލީފެއް ކުރިމަތިކުރުވާފައި މިހާތަނަށް އައިއިރުވެސް ދިން ގެއްލުމުގެ ބަދަލެއް ދީފައެއް ނުވެއެވެ. އެފަދަ އެތައް އާއިލާއެއް މިހާރުދަނީ އޭގެ ދަތިއުނދަގޫތައް ތަހައްމަލު ކުރަމުންނެވެ. އަދި ކެނޑިނޭޅި ގެއްލެމުންދާ މަދު ގުދުރަތީ ވަސީލަތްތަކުން އާމުދަނީ ހޯދުމަށް މަސައްކަތްކުރާ އެ ފަރާތްތަކަށް ދަނީ ސީދާ ގޮތުންނާ ނުސީދާ ގޮތުން އެ ވަސީލަތްތައް ގެއްލިނެތިގޮސް، އާމުދަނީ ހޯދޭނެ މަސައްކަތެއް ކުރުމަށް އެމީހުނަށް ހުރަސް އެޅެމުންނެވެ.

މުޖުތަމައުގެ އެންމެ ނިކަމެތި ހާލަތު ދިމާވާ ފަރާތްތަކުގެ އާމުދަނީގެ ވަސީލަތްތައް ނެތިކޮށް ސަރުކާރުން ދެމުންދާ އިގްތިސާދީ އަނިޔާ ކުށްވެރިކުރަމެވެ. އިގްތިސާދީ ހީނަރުކަމާ ފަގީރުކަމަށް އެ ފަރާތްތައް ހުށަހެޅިގެންދަނީ ކަންކަން ފަރުމާކުރުމުގައި ފެންވަރު ދަށްވެ، ޕްލޭނެއްނެތި ކަންކުރުމާ، ހިތުހުރި ކަމެއް ކުރުމުގެ ވައްޓަފާޅިއެއްގެ ތެރެއިން ގެއްލުންބޮޑު ކަންތައް ކުރުމުގެ ސަބަބުންނެވެ. މި ކަންކަން ކުރަމުންދަނީ ވަކިވަކި ސިޔާސީ ފަރުދުންގެ ސިޔާސީބޭނުންތައް ފުއްދުން އިސްކޮށް، އާންމު ރައްޔިތުންނާ މުޖުތަމައުގެ ކުރު އަދި ދިގުރާސްތާގެ މަސްލަހަތަށް ބެލުމެއްނެތި ކަން ފާހަގަކުރަމެވެ.

ބެލުމެއްނެތި ރަށުގެ އިރުމަތީ ހޭޅިފަށުގެ ސަރަހައްދުން ރުއްގަސް އުފުރުމުގެ މަސައްކަތް ކުރަމުންދާކަން މި ކެމްޕޭނުގެ ސަމާލުކަމަށް އައީ މަތީގައި ދެންނެވި ހާލަތުގައި ކަން އޮތް ހިނދުއެވެ. އަދި މިކަން ކުރަނީ ރަށުގައި ‘ރިންގު ރޯޑެއް’ އެޅުމުގެ ނަމުގައިކަން އެނގިފައިވެއެވެ. ނަމަވެސް މައުލޫމާތު ލިބިފައިވާ ގޮތުގައި މި ސަރަހައްދުގައި މަގެއްހެދުމަށް ލޭންޑް ޔޫސް ޕްލޭން ގައި ހިމެނިފައި ނެތްއިރު، ރަށުގައި އެފަދަ ޕްލޭނެއް އަދި ފާސްވެފައިވެސް ނެތެވެ. ރުއްގަސް އުފުރާއިރު ތިމާވެށްޓަށް ގެއްލުންވާ މިންވަރު ބަޔާންކުރާ ރިޕޯޓެއް އޮތުމަކީ ޤާނޫނު ލާޒިމުކުރާ ކަމަކަށް ވީނަމަވެސް، އެފަދަ ރިޕޯޓެއް ހެދިފައިވާ ކަމުގެ ހެއްކެއް ނެތެވެ. ރަށެއްގެ އަތިރިމަތިން ފެށިގެން ހޭޅިފަށުގެ 20 މީޓަރުގެ ސަރަހައްދަކުން ރުއްގަސް އުފުރުމަކީ ތިމާވެށި ރައްކާތެރި ކުރުމަށާ ބިނާވެށި ގަވާއިދުގެ ތެރެއިން މަނާކުރެވިފައިވާ ކަމެކެވެ. އެހެންކަމުން ޤާނޫނާ ޚިލާފަށް ހިންގަމުންދާ ގެއްލުންދޭ މިފަދަ އަމަލުތައް މިހާރުން މިހާރަށް ހުއްޓުވުމަކީ ކުޅުދުއްފުށީ ސިޓީ ކައުންސިލާ ކަމާބެހޭ ފަރާތްތަކުން ކުރަންޖެހޭ ކަމެކެވެ.

ރުއްގަސް އުފުރުމުގައި ބައެއް އާއިލާތަކުގެ އަމިއްލަ ރުއްތައް އެމީހުންގެ އިޒުނަޔަކާ ނުލާ އަދި އަހާލުމެއްވެސް ނެތި ކަނޑާފައިވާ ކަމުގެ ޚަބަރުވެސް ލިބިފައިވެއެވެ.  މިފަދަ ވައްކަމާ މީހުންގެ މުދަލަށް ގެއްލުން ދިނުމުގެ އަމަލުތައް ކުށްވެރިކުރަމެވެ. މިއީ އެ ފަރާތަކަށް ދެމެހެއްޓެނިވި ގޮތެއްގައި ލިބޭ ކޭންބުއިމާ އާމުދަނީ ހޯދުމުގެ މަދު ވަސީލަތެވެ. ރާއްޖޭގެ އެތައް ރަށެއްގައި ކާށި ހޯދުމަށާއި އޭގެ އެހެންފައިދާ ތަކުގެ ބޭނުންކުރެވޭ ރުކަކީ އާއިލާއެއްގެ އަގުހުރި މުދަލެކެވެ. ބެލުމެއްނެތި ރަށުން ނައްތާލަމުން ދިއުމުގެ ސަބަބުން މަދުވަމުންދާ ރުކަކީ ރޯނުވެށުމުގެ މަސައްކަތްކުރާ އަންހެނުންނަށް މުހިންމު ވަސީލަތެކެވެ.  ކުޅުދުއްފުށީގެ ވެށްޓަށް ކޮށްފައިވާ ގެއްލުމުގެ ސަބަބުން މިހާރުއޮތީ ރަށް ހިމާޔަތްކުރަން ޖެހިފައެވެ. މިފަދަ ހާލަތެއްގައި ރަށުގެ ހޭޅިފަށަށް ގެއްލުންވާ ގޮތަށް ރުއްގަސް ކެނޑުމަކީ އެއްވެސް ގޮތަކުން ދިފާއުކުރެވޭނެ އަމަލެއް ނޫނެވެ. ރަށުގެ ބަނދަރު ހެދުމުގެ މަޝްރޫއުތަކާއި އެއާޕޯޓު ހެދުމުގެ ސަބަބުން ރަށުގެ ގުދުރަތީ ދިފާއީ ނިޒާމު ހަލާކުވެ ހީނަރުވެފައިވުމަކީ ދައުލަތުގެ ބަޖެޓަށްއޮތް ބޮޑު ޚަރަދެކެވެ. ދެމެހެއްޓެނިވި ތަރައްގީއާ އިދިކީލި ބެލުމެއްނެތި ހިންގަމުންދާ މިފަދަ މަޝްރޫއުތައް ސިޔާސީ އެދުންފުއްދުމަށް ހިންގުމަކީ ރައްޔިތުންނަށާ ރަށަށް އަދި ރަށުގެ ވިލުންވެރިކަމަށް އޮތް ހުރަހެކެވެ.

ރަށުގެ ބައެއްފަރާތްތަކުން މި މައްސަލަ އީ.ޕީ.އޭ އަށް ރިޕޯޓު ކުރުމަކީ މި ކެމްޕޭނުން ސަޕޯޓުކޮށް، ތަރުހީބުދޭ ކަމެކެވެ.

ނަމަވެސް 23 މެއި 2023 ގައި މި ކެމްޕޭނުގެ ފަރާތުން އީ.ޕީ.އޭ އަށް ގުޅާ އޮޅުންފިލުވުމަށް ކުރި މަސައްކަތުން އެނގުނީ މައްސަލަ ހުށަހެޅިތާ ހަފްތާއެއް ފާއިތުވިއިރުވެސް ކަމަށް އެކަށީގެންވާ އިޖާބައެއް އެ މުއައްސަސާއިން ދީފައި ނެތްކަމެވެ. އަދި ރައްޔިތަކު މައްސަލައެއް ހުށަހެޅިނަމަވެސް އެ މުއައްސަސާގައި އެކަމަށް ޖަވާބެއް ދިނުމާ، މައްސަލަ ހުށަހެޅިފަރާތައް ކަމާބެހޭ އަދާހަމައެއް ދިނުމުގެ ކަންކަމަކީ ކުރާކަމެއް ނޫންކަން އެނގުމަކީ ކަންބޮޑުވާ ކަމެކެވެ. އަދި މައްސަލަ ހުށަހެޅިތާ ހަފްތާއެއްވީއިރު އެކަމާބެހޭ ގޮތުން އެއްވެސް ކަމެއްކޮށްފައި ނެތުމަކީ ވެސް ނުހަނު ކަންބޮޑުވާ ކަމެކެވެ. އީ.ޕީ.އޭ އިން ކުޅުދުއްފުށި ސިޓީ ކައުންސިލަށް މައްސަލައާއި ބެހޭ ގޮތުން މުއާމަލާތެއް ކޮށްފައިވާ ކަމުގެ މައުލޫމާތު ދިންނަމަވެސް، ސިޓީ ކައުންސިލުން އަހާހޯދުމުން އެތަނަށް މުއާމަލާތެއް ލިބިފައި ނެތްކަން އެނގުނެވެ. އިދާރީ ކަންކަން މިހާ ދޯދިޔާވުމަކީ ސިޔާސީގޮތުން ހިންގުން ބޮއްސުންލާފައިވާ ތަނެއްގޮތައް އީ.ޕީ.އޭ ސިފަވުމަށާ، އެކަށީގެންވާ ފެންވަރެއްގައި ކަންކަން ބެލުމުގެ ނިޒާމެއް ނެތްތަނެއްކަން ދޭހަވުމަށް ޖާގަދޭ ހެއްކެކެވެ.  ނުރަސްމީ ދާއިރާގައި ދަތިއުނދަގޫ ހާލަތުގައި ދިރިއުޅުމުގެ ޙަރަދުތައް ދެކޮޅުޖައްސަން މަސައްކަތްކުރާ އަންހެނުންގެ އަސާސީ ހައްގުތައް ރައްކާތެރިކޮށް ނެގެހެއްޓުމަށް ދައުލަތުން ވަނީ ފޭލުވެފައެވެ. އަދި މި އިދާރީ ވެށްޓަކީ އެމީހުނާ ބީރަށްޓެހި ވެށްޓެކެވެ.

ލިބިފައިވާ އިތުރު މައުލޫމާތަކީ ޤާނޫނާ ޚިލާފަށް ކުޅުދުށްފުށީގެ އިރުމަތީ ފަރާތުގެ ހޭޅިފަށުން ރުއްގަސް އުފުރުމާ، އާންމު ފަރުދުންގެ މުދާކަމުގައިވާ ރުށް ކެނޑުމުގެ އަމަލީ މަސައްކަތް ކުރުމުގައި ޝާމިލުވަނީ ދައުލަތުގެ ކުންފުނި އެމް.ޓީ.ސީ.ސީ ކަމެވެ. މިފަދަ ނޭއްގާނީ އަމަލުތަކުގައި ދައުލަތުގެ ކުންފުންޏެއް ބައިވެރިވާނަމަ ރައްޔިތުންގެ މަޖިލިހުގެ ދައުލަތުގެ ކުންފުނިތަކާބެހޭ ކޮމިޓީއިން އެ ފަރާތްތައް ޖަވާބުދާރީ ކުރުވަންޖެހެއެވެ. އަދި އެފަދަ އަމަލުތަކުގެ ސަބަބުން މުދަލަށާއި އާމުދަނީގެ ވަސީލަތަށް ގެއްލުންވާ ފަރާތްތަކަށް އެމް.ޓީ.ސީ.ސީ އިން ބަދަލު ދިނުމަށްވެސް މަޖިލިހުގެ ކޮމިޓީއިން ލާޒިމުކުރުމަށް ގޮވާލަމެވެ.

ކުޅުދުށްފުށްޓާ އެރަށު ރައްޔިތުންގެ ގުދުރަތީ ވަސީލަތްތަކާ މުދަލަށް އިތުރު ގެއްލުމެއް ވިޔަނުދީ މިހާރުން މިހާރަށް ހުއްޓުވުމަށް ކުޅުދުއްފުށި ސިޓީ ކައުންސިލަށާއި، އީ.ޕީ.އޭ އާއި، މިނިސްޓްރީ އޮފް އެންވައިރަމަންޓް، ކްލައިމެޓް ޗޭންޖް އެންޑް ޓެކްނޮލޮޖީ އާއި، ސަރުކާރާއި، ރައްޔިތުންގެ މަޖިލިސް އަދި ކަމާބެހޭ އެންމެހާ މުއައްސަސާތަކަށް ގޮވާލަމެވެ.

ރަށުގެ ތިމާވެށްޓަށް ގެއްލުންދޭ ކޮންމެ މިފަދަ ހަރަކާތަކީ މޫސުމަށް އަންނަ ބަދަލުތަކުގެ ސަބަބުން ކުޅުދުއްފުށްޓާއި ރަށުގެ ރައްޔިތުންގެ ވިލުންވެރިކަން ހީނަރުކުރުވާނެ ކަމެކެވެ.

މި ސަރަހައްދަށް ދީފައިވާ ގެއްލުމުން އަނބުރާ ތަން އިޔާދަކުރުމަށް ކުޅުދުއްފުށި ސިޓީ ކައުންސިލުގެ ފަރާތުން މި ސަރަހައްދުގައި ރައްޔިތުންނާ ގުޅިގެން ރުއްގަސް އިންދުމުގެ މަޝްރޫއުއެއް ހިންގުމަށް ގޮވާލަމެވެ.

ކުޅުދުއްފުށީ ސިޓީ ކައުންސިލަށް ހަނދުމަކޮށްދެނީ ކައުންސިލުގެ ޤާނޫނީ މަސްއޫލިއްޔަތަކީ، ރައްޔިތުންގެ ކިބައިން މުދަލުގެ ރައްކާތެރިކަމުގެ ހައްގާ އިގްތިސާދީ މަންފާ ހޯދުމުގެ ހައްގު ނިގުޅައިގަނެ އެފަދަ ފުރުސަތުތަކުން ބަރީއަ ކުރުމުގެ ބަދަލުގައި، ރަށުގެ ޤުދުރަތީ ވަސީލަތްތައް ހިމާޔަތްކުރުމާއި، އެ ވަސީލަތްތަކުގެ އިގްތިސާދީ ނަފާހޯދުމަށް ރައްޔިތުންނަށް ފަހިކުރުމެވެ.
